Reunião de JPIC, SVD/SSpS Europa



Nos dias 17 – 22 de Outubro/2010 realizou-se em Sant Gabriel / Austria a Conferencia dos Coordenadores da Justiça e Paz do SVD e SSpS.

O tema escolhido para esta conferência: FAITH COMMUNITIES IN A MIGRANT CONTEXT (Fé e Migrantes: Viver com a realidade da mudança).

Participaram 27 pessoas de várias Províncias SVD/SSpS da Europa, nomeadamente 19 dos Missionários do Verbo Divino e 8 das Missionárias Servas do Espírito Santo.

Os Conferensistas foram; Mr. Michael Cleere, Conferensista de Reino Unido; Pe. Edward Flynn, da Congregação dos Padres Espiritanos que trabalha em Gênova; Pe. Felix, SVD e membro do VIVAT e Pe. Thomas Vyhnaek, OMI de Viena.

Nos primeiros dois dias Mr. Michael Cleere falou-nos sobre o tema: Fé e Migrantes: Viver com a realidade da mudança).

Mr. Michael Cleere actualmente trabalha no governo local no Reino Unido, no bairro londrino de Southwark, como um especialista da coesão social.

Na sua conferencia sublinhou: “A coesão da comunidade é uma agenda de crescimento em todo o mundo, com uma de suas forças motoras, princípio a ser a realidade das migrações, o facto de que, talvez como nunca antes o mundo está em movimento e nós estamos vivendo em uma era de mobilidade.

Muitas pessoas migraram, e os desafios que elas enfrentam especialmente o desafio de fazer um novo começo, de criar raízes, de deixar para trás o seguro e familiar e lançar-se no desconhecido profundo. Nós não imaginamos a luta que os migrantes enfrentam, muitos procuram a justiça sob a forma de acesso à habitação, educação, saúde, trabalho e, naturalmente, o direito de pertencer plenamente ao país em termos de "residência permanente".

Temos consciência destas realidades e tentamos no nosso trabalho ajudar a responder a essas necessidades dos imigrantes, influenciando as políticas e práticas a nível do governo local, de alimentação que para o governo central, garantindo que os serviços que oferecemos localmente possam satisfazer as necessidades reais de imigrantes, através do empoderamento das comunidades imigrantes e indivíduos a lutar pelos seus direitos, trabalhando para promover a coesão e integração dos mesmos (Welcome packs e programas de indução de pequenos exemplos concretos), desafiando pressupostos entre comunidades sedentárias que os imigrantes “estão aqui para fazer o trabalho para viver”.

Mr. Michael desafiou os participantes para, em grupos de 4 pessoas, partilhar e responder às perguntas seguintes:

1. À luz da apresentação desta manhã, o que tem sido sua experiência pessoal da migração?
2. Quais são as maiores necessidades dos imigrantes e como poderiam ser cumpridos? Tentar chegar a um consenso sobre um top três.
3. Como poderia ser melhor,a relação entre os imigrantes e a comunidade em geral?
4. Como podemos capacitar as comunidades de imigrantes a procurar a justiça?
5. O que precisamos fazer para trazer mudanças institucionais que irão beneficiar os imigrantes?

Na partilha dos pequenos grupos, destacou-se a experiencia na missão sobretudo as lutas da defesa dos direitos humanos, especialmente aqueles que foram empobrecidos e marginalizados pela sociedade.

Encontramos na nossa missão do dia a dia, outro obstáculo na caminhada de defesa dos fracos e oprimidos: os grupos isolados uns dos outros sentem-se fracos diante da institucio¬nalização do desrespeito aos direitos do homem. Os responsáveis por essa realidade desu¬mana aperfeiçoam a cada dia a sua organização, gerando situações de radical injustiça.

Nos dias seguintes,foram apresentados os relatórios de cada província, SVD e SSpS. No total foram 19 relatórios: Dentre estes, destacamos apenas alguns:

- SSpS da Slovakia:

Apostolado com os povos ciganos, é uma das prioridades da província SSpS Eslovaca, porque a sua posição na sociedade é de facto um desafio para irmãs missionárias.
Eles são cerca de 8-10% da população total do país, o que significa cerca de 400 000 pessoas. No entanto, a Slovákia é depois da Bulgária o segundo país da Europa com o maior número de ciganos.

O objectivo das irmãs é a inserção destes povos à vida comum com o resto da população e sua integração na sociedade. Mas reconhecem que é um processo longo, olhando para o seu desenvolvimento demográfico, porque 40% dos ciganos que vivem na Slovákia são crianças e adolescentes com menos de 15 anos de idade. Portanto, o apostolado das irmãs se concentra principalmente em crianças e jovens. As irmãs querem educá-los e implantar em seus corações os básicos valores humanos e cristãos.

- SSpS da Irlanda:

As irmãs na Inglaterra e Irlanda estão muito envolvidas em questões de justiça e de paz dentro e fora de suas comunidades
PAZ Women's Groop: um grupo de mulheres de Birmingham Paz. São mulheres de todas as origens da fé, que vêm se reunindo regularmente durante os últimos 15 anos, ao ouvir histórias umas das outras, partilhando problemas comuns e discutindo questões de paz e justiça de nosso mundo. Elas representam todos os credos, raças e etnias, todas as faixas etárias, provenientes de uma grande variedade de posições sociais. As irmãs tentam colocar de lado as diferenças, na busca comum pela paz e explorar maneiras práticas de dar expressão a nossos sentimentos de compaixão para com os necessitados.

- SSpS de Espanha/Portugal:

Consciente da prioridade apresentada pela nossa Congregação sobre a nossa presença entre os imigrantes, nós irmãs em Portugal, trabalhamos com vários grupos vindos de diversos países: africanos, filipinos, timorenses,etc.

Na comunidade de Casal de Cambra, trabalhamos com a catequese, formação de catequistas, assistencia os idosos, os doentes que vivem sozinhos com um mínimo de recursos, as famílias em conflito, o sofrimento das mulheres, a jovens e crianças em situação de risco na comunidade.
Trabalhamos em conjunto com o Centro Social Paroquial e com as Técnicas em Assistência Social do nosso bairro, atendendo os imigrantes que precisam de ajuda para conseguir um médico, um advogado, documentos, alimentos, roupas, etc ...

Em Odivelas actuamos também em Pastoral Social junto aos diversos grupos já mencionados.
Trabalhos profissionais: Ir. Maria José como Psicóloga trabalha com o JRS, (Serviço Jesuíta Refugiados )Ir. Quintinha trabalha no CEPAC (Centro Padre Alves Correia) e Ma. Mendes trabalha com Associação dos Imigrantes, Associação Apoio Sem Limite.

Em nossa missão em Espanha/Portugal, procuramos reflectir e compartilhar nossas experiências de encontro com os migrantes que procuram estar abertas para as necessidades das pessoas do nosso tempo.

A cada relatório apresentado seguiam os comentários do representante do VIVAT, Padre Felix, e de outros participantes.

Eu própria quero agradecer a Ir. Ana Vitória com as suas conselheiras pela oportunidade que me foi dada de participar destas conferências. Esta foi a 2ª conferencia que participei. A primeira foi no ano de 2008 em Nitra. Foram essas conferencias os momentos mais enriquecidos na minha vida como missionária que trabalha na área da imigração.

Job description of the JPIC Coordinator

From the SVD Handbook of Superiors (2002)


A13 JUSTICE, PEACE AND INTEGRITY OF CREATION COORDINATOR

1.0 Part of missionary calling. Action on behalf of justice, peace and the integrity of creation (JPIC) in solidarity with the poor and the marginalized is a demand of our common religious missionary calling. Therefore, as the 12th General Chapter reaffirmed, all of us should manifest a definite commitment to promote justice and peace in whatever kind of apostolate we may find ourselves engaged (Nuntius XI, p. 583, 1).
2.0 Provincial coordinator for justice, peace, and the integrity of creation.
2.1 Coordinator. All provinces should appoint a provincial JPIC coordinator to animate the confreres to a more determined commitment to the promotion of justice, peace and the integrity of creation in solidarity with the poor and marginalized, and to coordinate action in this field (Nuntius XI, p. 584, 2).
2.2 Commission. To reach out more effectively to all the confreres in the province and to deal more comprehensively with the complex issues of justice, peace, and the integrity of creation, provinces are encouraged to establish a commission to assist the coordinator.
3.0 Appointment and term of office. The provincial coordinator is appointed by the provincial superior with the consent of his council, and where applicable, also the members of the commission. He usually serves for a term of three years and may be reappointed (see c 615). However, in the interests of cultivating awareness of issues and fostering skills of coordination in a greater number of confreres, it is recommended that JPIC personnel be changed at reasonable intervals while ensuring adequate continuity.
4.0 Duties of coordinator. These include the following:
4.1 Awareness building:
4.1.1 to assist the members of the province in the process of conscientization about contemporary JPIC issues, particularly in those areas that impinge on our apostolates, and to promote an effective solidarity with the poor and the marginalized;
4.1.2 to contribute to a more critical awareness of cultural religious values and attitudes, of ideologies, of women’s issues and of socio economic and political realities; to encourage study of their effects on local and global justice, peace, integral human development, and on the ecology;
4.1.3 to engage in ongoing social analysis and research on JPIC issues in the context of local realities and to make the results known to the confreres for discussion, reflection and appropriate action;
4.2 Theology and spirituality:
4.2.1 to promote a faith awareness and spirituality in which a commitment to justice and peace is integral, and a theology of mission which incorporates justice, peace and the integrity of creation as a characteristic dimension;
4.2.2 to promote the realization that authentic living and preaching of the gospel as a community and as individuals involves a critical examination of our modes of acting in our various apostolates, of our possessions and investments, of our enterprises, and of our life style;
4.2.3 to foster an adequate appreciation of the scriptural and theological foundation for the promotion of justice and basic human rights as constitutive of the preaching of the gospel and as an authentic expression of the Society’s charism;
4.3 Support and solidarity:
4.3.1 to keep in touch with the apostolates in the province so as to be able to fulfill a consultative role in these apostolates, to help confreres in seeking funding when necessary, and to gain the understanding of the province;
4.3.2 to help and support members of the Society in difficulty because of their engagement in matters of justice, peace and the integrity of creation;
4.3.3 to seek to establish relations with confreres isolated from the province because of their involvement in JPIC activities, aiming to increase understanding and improve relationships within the province;
4.4 Dissemination of information: to prepare and make available materials related to JPIC issues, both at the national and international levels and, where possible, to suggest a theological and pastoral approach;
4.5 Coordination and collaboration:
4.5.1 to coordinate and support justice-oriented initiatives and promote collaboration with the confreres in the various apostolates within the province: mission animation, mission research, biblical apostolate, communications, education, formation, youth, indigenous peoples, etc.;
4.5.2 to serve as consultant to the provincial superior and the provincial council; to recommend specific programs of action for the province for their approval or active support; to accept from them JPIC related tasks;
4.5.3 to represent the province in responding to social issues and in networking with other organizations, especially the local church, e.g., through diocesan commissions;
4.5.4 to prepare a triennial report to be sent in to the generalate through the provincial council (D22);
4.5.5 to maintain communication and cooperation with the JPIC area secretary of the zone and the coordinator at the generalate; to participate in the activities of the area team of the zone and cooperate with other provinces;
4.5.6 to cooperate with the SSpS and lay associates, and with Church related or other organizations, whether local or international, such as Pax Christi, Amnesty International and so on;
4.5.7 to coordinate the provinces’ collaboration in international campaigns such as campaigns to restrict the arms trade, to alleviate debt, to establish a UN convention on food security, etc.
4.5.8 to maintain contact with VIVAT International and to collaborate with them on their various JPIC initiatives.
5.0 Coordinator’s relationship with the provincial and the provincial council.
5.1 The provincial should consult with the coordinator before he makes important decisions concerning JPIC matters. Although the role of the coordinator is informative and consultative, the provincial should give special regard to his recommendations.
5.2 The coordinator should be invited to provincial council meetings, or at least consulted beforehand if this is deemed preferable, when JPIC matters are at issue.
5.3 The provincial should encourage the districts and communities to establish links with the JPIC coordinator for the sake of consultation and ongoing formation. He should also ensure that venues for collaboration and dialogue between the coordinators of the different areas of concern are established, especially with those working in formation.
6.0 Interprovincial JPIC board. In countries with two or more provinces, an interprovincial JPIC board could be beneficial. Setting up such a board, approval of its statutes, and appointment of the members are within the competence of the provincial superiors.
